Personal description | Sea Alarm are interested to explore collaboration opportunities in the Baltic Interreg Region, to strengthen and expand the EUROWA (European Oiled Willidfe Assistance) network and working with local and regional authorities to build better marine emergency response capabilities. Our expertise can support implementation of several emergency response related actions in the Baltic Sea Action Plan. About our organisation – Sea Alarm is an NGO who connect government, oil/shipping industry and NGOs to create sustainable, multi-stakeholder solutions for preparing for and responding to marine wildlife emergencies such as oil spills. Sea Alarm facilitates strategic alliances among these stakeholder groups to be prepared for an oiled wildlife emergency as part of oil spill response planning and to respond professionally to oiled wildlife incidents according to international standards of best practice. We have unique international experience in developing good practice, delivering training and exercises, facilitating multi-stakeholder processes, facilitating wildlife response planning and preparedness projects, and bridging gaps between different stkaeholder groups. Sea Alarm is the coordinator of the EUROWA network, which provides a European mutual assistance structure for responding to marine wildlife emergencies, where large numbers of marine animals such as birds, mammals or reptiles can get impacted. EUROWA is a unique regional response solution, whereby all EUROWA responders from different countries (which includes several Baltic states) build their capacity together using a single educational portfolio of qualified training and exercises, which are based on agreed and published international best practices. EUROWA’s capabilities to deal with animal welfare incidents are developed in close consultation with the authorities that are dealing with the pollution response. Sea Alarm also provides regional advocacy and policy input at the European Regional Sea Agreements. Given the shifting maritime landscape, we also specialise in game-based tabletop exercises (OneX) focussing on a more holistic and integrated approach to marine emergency management using the One Incident One Response approach. OneX considers the rapidly changing scope for a new generation of marine incidents (HNS, new fuels, larger vessels etc.) and allow authorities and stakeholders to visualise the physical, chemical, and technical consequences of incident scenarios. The package has multiple game modules which allow for open cross-sectoral discussions on operational collaboration between marine and coastal authorities to help determine roles and identify gaps in response capability, allowing participants to explore, train and exercise different scenarios for group learning and preparedness discussions. |
