Context and need
The Commune of Nowe Miasto Lubawskie faces challenges related to the growing demand for water, water losses in the network and the need to improve the quality of municipal services. The lack of modern tools for monitoring water consumption and its quality and low ecological awareness of residents hinder effective resource management.
Project objectives
• Digitization of the water consumption reading process and water supply network management.
• Reduction of water losses and improvement of its quality.
• Increased awareness of residents in the field of water saving and closed-loop economy for the benefit of the natural environment of our planet.
• Implementation of innovative e-services for system users.
Scope of activities:
1. Initial preparation and analysis (Months 1-4)
• Diagnosis of the current state of the water supply network at project partners (water losses, current measurement systems).
• Selection of technologies and suppliers (reading systems, water quality monitoring, e-services).
• Preparation and signing of partnership agreements.
• Development of a communication and project management model.
Responsibilities:
• Lead Partner (Gmina Nowe Miasto Lubawskie) – coordination
• Partner 1 (e.g. technology partner from another Baltic country) – technology consulting
• Partner 2 (e.g. university or research institute) – analytical support

2. Implementation of electronic reading and monitoring system (Months 5-16)
• Installation of smart water meters in households.
• Installation of water quality sensors in the network.
• Launch of remote reading and data transmission system.
• Implementation of e-services platform (online payments, access to consumption data).
Responsibilities:
• Gmina Nowe Miasto Lubawskie – local installations
• Partner 1 – technology support, training of local operators
• Partner 2 – assessment of implementation quality, data analysis

3. Monitoring and optimization of the network (Months 17-26)
• Analysis of water transmission and losses based on monitoring data.
• Development of predictive models for better consumption management.
• Pilot implementation of loss reduction programs (e.g. leak detection).
Responsibilities:
• Partner 2 – data analysis, optimization recommendations
• Partner 1 – adaptation of technological solutions
• Municipality – implementation activities in the network

4. Public education (Months 6-30)
• Information campaign on saving water (leaflets, workshops, mobile application).
• Training for residents on using the e-services platform.
• Workshops on water reuse (e.g. rainwater, greywater).

• Partner 2 – development of educational materials
• Partner 1 – support with digital tools (application, e-learning)

5. Evaluation and dissemination of results (Months 31-36)
• Summary of project results.
• Organization of the final conference.
• Publication of the report on good practices for the Baltic Sea region.

• Partner 1: Technological consulting, support for installation and training.
• Partner 2: Data analysis, system efficiency studies, preparation of educational materials.
Project results
• Reduction of water losses by at least 10%.
• Over 80% of residents covered by the educational campaign.
• Implementation of the e-services platform for at least 90% of households.
• Development and publication of a good practice model for the Baltic Sea region.
