The main overall objective of the project is to increase knowledge, improve existing and create new solutions related to urban flooding and storm water management. Climate change has brough new challenges to municipalities located near seas or with inland waters, like lakes and rivers. Weather conditions have become more unstable, unpredictable, sometimes causing heavy rainfalls, storms, and floods. New sustainable water management approach is required to address named challenges, thus improving the ways municipalities deal with too high groundwaters, rainfall and storm floods in urban areas. Sustainable water management will also address water pollution issues.

To achieve this, Liepāja city wants to implement two actions. Firstly, develop guidelines for the integration of sustainable rainwater management measures in the implementation of urban planning will help to develop regulatory framework. The purpose of these guidelines is to create common instructions on central issues to take into account when preparing and developing storm water related solutions in city areas.

Secondly, pilot the guidelines and reconstruct one gravel road according to Gravel Street Reconstruction Programme 2022-2027 (approx. 200 m long) integrating developed sustainable storm water management solutions. The city of Liepaja is carrying out (re)construction works in different sections of Liepaja’s streets with integrated sustainable storm water management solutions. In this pilot, one of the most important activities of the reconstruction is being carried out, aiming to introduce a new and innovative approach to the reconstruction of urban streets, completely or partially abandoning traditional storm water drainage solutions.

The main goal of the activity is to innovatively pilot and prove that the solutions and methods included in the guidelines are applicable and work in practice.

Transnational cooperation and sharing of experience will bring added value to the project. Not only partners can learn from each other experience, but test, create, and implement new joint solutions to tackle specific municipal challenges.
