Since Russian invasion of Ukraine have been emerged and also beforehand,Baltic countries have been facing high risk of cyber-attacks and new types of malicious cyber activities.Finnish and Baltic authorities have reported that state institutions, media, as well as banking and financial sector etc experiencing a number of distributed denial of service (DDoS) attacks.These cyber-attacks harming Baltic sea region`s economy, social security, resilience and causing external disturbances.Alarming rate of new type of hoax messages show how cybercriminals trying to collect people’s personal data, SME”s daily operations and spread malware as well as to conduct financial fraud which causes vulnerable economies and diminish social cohesion in the region.
Therefore, Small-Medium-Enterprises are having less or none specialized and trained human resources are facing significant risks in terms of cyber security. Operational technicians need to receive training in their educational programmes which covers the inherent risks related with the OT/IT (Operational technology and Information technology) reality and how to respond effectively to these risks. Employers are aware that at present they are exposed and lacking the skilled employees to face these dangers.
Therefore, current situation for SME’s underlines a high necessity to continue to strengthen their basic cybersecurity measures and exchange and implement best practices in the region along with keeping their network.
Solution
The Cyber4SME”s project aims to raise the capacity of SME”s by reskilling and upskilling their employees by creating a online learning portal with the fundamentals of cybersecurity for SME”s Operational technology and Information technology competencies.

● 1 Estonia- Cybersecurity curriculum developer
● 1 SME from Latvia- Dissemination and Explatation
The core objective of the project is to equip SME”s with fundamental cybersecurity competences within their daily Operational technology and Information technology processes.The project will help SME`s to improve their capacities, creating networks, exchanging information thus strengthen their economic and social durability to bring resilience across the region.
